1 Construction Management of Water Projects Strengthened
First, enhanced the guidance and supervision of key projects and constructions. Among the 172 key water saving and water supply projects, 57 have been implemented. Projects such as Datengxia Reservoir on the Xijiang River, Chushandian Reservoir on the Huaihe River, Lalo water control project in Tibet Autonomous Region, Yarkand River comprehensive improvement in Xinjiang Uygur Autonomous Region, and the regulation of 3 rivers (Heilongjiang River, Songhuajiang River and Nenjiang River) in Northeastern China have been launched; steady progress has been made in projects such as the new round of regulation of Huaihe River, Xiajiang River in Jiangxi Province, and Centianhe River in Hunan Province; the water diversion project from Niulanjiang River in Yunnan Province into Dianchi Lake has been put into initial operation; key hydropower projects such as Tingzikou in Sichuan Province and Pangduo in Tibet Autonomous Region have been commissioned. Second, innovated construction and management mode, vigorously expand centralized construction and management of medium and large non-profit water projects, formulated the Guiding Opinion on Agent-Construction Management of Water Projects, and promoted and raised the professionalism and standardization level of construction management of water projects. Third, enhanced the examination and acceptance management of water projects. Key water projects such as Bailianya in Anhui Province and Longkou on Yellow River have been completed, examined and accepted, preparation has been made to examine the completed Three Gorges Project, and the Guiding Opinion on Enhancing the Examination and Acceptance Management of Regulation Projects of Medium and Small Rivers has been printed and distributed. Fourth, stepped up supervision and inspection. Supervision and inspection have been conducted for the regulating of the 3 rivers in Northeastern China, while inspection has been carried out for the preparedness of flood in projects such as Centianhe and Zaoshi hydropower stations in Hunan Province, and Tingzikou Hydropower Station in Sichuan Province.

2 Construction Quality Management of Water Projects Enhanced
The achievements of water project quality management in 2013 has been consolidated to improve the quality management of water projects. First, printed and circulated the Regulation on Evaluation of Quality Management for Water Resources Development, and established the quality evaluation system for the water industry. Second, formulated the Opinion on Further Clarifying the Responsibilities of Supervising the Quality and Safety of Water Projects so as to clarify the responsibilities among the central government, the river basin commissions and the local governments for supervising the quality and safety of water projects. Third, to base on the quality supervision on 19 major water projects, conducted nationwide investigations into the quality supervising authorities of water projects, convened national symposium on the quality supervision of water projects, carried out special study on the quality supervision modes of small and medium water projects that have been oriented to people's livelihood, clarified quality supervision responsibilities, transform quality supervision methods, and enhanced quality supervision itself. Fourth, printed and circulated the Opinion on Strengthening Quality Management of Regulation Projects for Small and Medium Rivers issued by the Ministry of Water Resources, so as to step up the quality management in key construction processes of projects on small and medium rivers, and to ensure the construction quality of projects on small and medium rivers. Fifth, organized training on quality management of water projects,and finalized the Code for Quality Detection Technology of Water Projects.

3 Establishment of Market Credit System Accelerated
Credit system has been taken as a powerful means for strengthening market supervision of water resources development as well as a policy of permanent cure for the prominent problems in the field of water resources development. First, the Ministry of Water Resources and the National Development and Reform Commission to jointly printed and circulated the Implementation Opinion on Accelerating the Establishment of Credit System for Water Construction Market, making an overall arrangement for accelerating and promoting the establishment of credit system for water construction market. Second, according to the principles of the government taking the lead, joint governance by the society, and ensuring the transparency of the standards, procedures, processes and results of the evaluation, formulated the Interim Procedures on Credit Evaluation and Management of Water Construction Market, and the Credit Evaluation Standards for Water Construction Market (Design, Construction and Machinery Manufacture). Meanwhile, instructions have been given to China Water Engineering Association and China Water Conservancy and Hydropower Investigation and Design Association to carry out credit evaluation, the results of which have been released to the public through the website of the Ministry of Water Resources. Third, issued the Structure and Identifier of Database for Credit Information of Stakeholders (Service Providers) in Water Construction Market, so as to establish nationwide standardized credit information standards for the construction market of water resources, and to provide technical support for the interconnection of nationwide information platforms at all levels. Fourth, further improved the credit information platform, database and archive, actively published related information, and increased the disclosure of malpractices. So far the information of 290,000 practitioners, the credit information of 2,528 market entities and 183 records of malpractice have been released. Fifth, vigorously promoted the application of credit information in activities such as bidding and tender, and administrative examination and approval, to promote the establishment of the mechanism in which credit is encouraged and discredit is punished, and to accelerate the supervision of credit classification for market entities.
4 Special Efforts Made to Rectify the Prominent Problems in the Construction Market
First, formulated, printed and circulate the Plan on the Special Regulation of the Prominent Problems in the Construction Area of Water Projects in 2014, to emphasize a scientific division of jurisdiction in construction management of water projects between the central and the local governments, to perform the responsibilities of two entities, namely the legal persons of water projects as the implementer and the government as the supervisor, and to clarify the six major tasks and six major areas for the special regulation work. Second,issued the Opinion on Further Strengthening and Improving Construction Supervision and Inspection of Water Projects, so as to establish and improve the supervision and inspection mechanism, and to raise the institutionalization and standardization level of supervision and inspection. Third, guaranteed the payment of salaries to the migrant workers in the construction area of water projects, standardized the management of payment to the migrant workers, strengthened the supervision and inspection of the payment, and substantially protected the legal rights of the migrant workers.
5 The Administrative Supervision on Bidding and Tender Procedures Standardized
First, vigorously promoted the inclusion of water construction projects into the trading market of public resources, resulting in 97.4% of projects traded in the market. Efforts have also been made in acting in concert with the National Development and Reform Commission to establish standardized trading platform of public resources, and the plan has been submitted to the State Council. Second, actively promoted electronic bidding. Indepth investigation has been conducted in provinces such as Fujian, Hunan and Jiangsu on the implementation of electronic bidding in water resources industry, and the drafting has been launched of the Guiding Opinion on Promoting Electronic Bidding for Construction of Water Projects. Third,stepped up the fight against the illegal activities such as bid-rigging, borrowing qualification to bid, and charging for borrowing qualification. Research has also been conducted on the standards of identifying the activities of transferring the whole contract or splitting the contract illegally.
6 Supervision on the Key Players of Water Construction Market Stepped up
Examination and approved have been conducted on the quality inspection and supervision units for water construction projects. In 2014, a total of 24 units have been granted Class-A qualification of quality inspection for water projects, while the qualifications of 38 units have been renewed; 673 supervision units for water projects have approved, while the qualifications of 113 units have been renewed. Efforts have been made in concert with the Ministry of Housing and Urban-Rural Development in amending the Standard on the Qualification of Construction Enterprises of Water and Hydropower Projects, qualifications of construction enterprises of water and hydropower projects have been managed in a strict manner, and preliminary examination have been carried out on the certification or renewal applications of 32 construction enterprises of water and hydropower projects. Application examination and training of constructors for water and hydropower majors have been completed.
